"Verification Failed, an unknown error occurred"

So, I am trying to set up a new iPhone using my apple ID. In the set up process I accidentally clicked deny when I was prompted about this phone on another device. Now it wont let me set it up. It keeps saying "unknown error" and won't even go to two factor identification. Any way for me to fix this or do I have to go in to apple.

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.

Reset Device

If necessary

Hard reset

Do a backup and try a factory reset.

Restore to Factory setting
