Upgrade from OS X 10.12.6 to High Sierra 10.13.0

I am currently using OS X 10.12.6 and am trying to upgrade to Mojave but I first have to upgrade to High Sierra, 10.13.0. I cannot find that upgrade anywhere. My system won't allow me to upgrade to anything other than 10.13.0 FIRST. From there I can do the further upgrades of High Sierra and ultimately upgrade to Mojave. Here's my system configuration. Someone please point me in the right direction to do this download of 10.13.0. Thanks!

Yes, that is the silly stump of the installer, nobody knows why most get the stump, which when run downloads the rest from the Internet out of your control, & a few get the full installer.

I'm not recommending reducing the RAM permanently, just for testing the install.

Some have had trouble with installers if more than 1 drive was attached also.

Nobody knows why most get get stump of the installer & a few get the 5GB+ full installer.

Nice machine... I'd try less RAM, like 32 GB tops.

My 10.12.6 MP...

Processor Name: 6-Core Intel Xeon

Processor Speed: 2.93 GHz

So Firmware update isn't working, there is a special MP5,1 Firmware update in the 10.13.6 Installer.
