I need to update a credit card as the payment was declined. I seem to be stuck in a loop of needing to make a payment for iCloud subscription before updating payment methods and needing to update payment methods .

I just fixed this myself. You need to go to settings > click your Apple ID > iCloud > manage storage and it will show as the free 5GB, click on the plan you want and then you can edit your payment details
