I continue to receive emails from Apple stating I have to verify my information for my Ipad or I will be locked out for good? Are those emails legit?

No. Apple will never send you emails prompting you to verify your account, nor will they ever threaten to lock you out for good.

Those types of emails are usually scams or phishing attempts to get your account details.
