I am having some 16mm footage telecined shot 24fps to HD. I am working in a project which is 1080p 25fps.
What is the best frame rate to output the Pro Rez or doesn't it matter with FCPX
I would transfer to 25.

Are you referring to Exporting you Project?
Is the digitised footage captured at 24 or 25 frames?
If the Project is 25 frames I'd work in 25 frames everywhere in the process.

The footage is 70's archives on a 16mm copy from the 35mm which was shot at 24fps. When they telecine should it be a flat transfer at 24fps and then I import into FCPX 25fps project (I understand FCPX will automatically adjust the frame rate) or will the transfer facility change the rate during the telecine to 25fps. Im not familiar with the telecine process and was originally going to have a 2K scan but their scanner is broken and Im against the clock.
