My downloaded Apple Music simply isn’t playing? It just skips to the next song that was already in my playlist before I signed up to Apple music

This problem was resolved by signing out of my Apple iTunes and App Store and signing back in. Go to Settings > your name > iTunes & App Store > tap on Apple ID > sign out. Be sure to turn iCloud back on to regain any playlists you may have made.
