PDFs open in tab not new window

Recently new PDFs all open as a tab in Preview, not as a separate document. How can I correct this? Thanks.

MacBook Pro 15", macOS 10.14

Change your Preferences settings...

Preview>Preferences>Images>

View PDFs and images in Preview on Mac - Apple Support

FWIW, the Images setting only applies to images, not PDFs.

Nope, not here in 10.13.6, the Images settings apply to all files it can open... you'd think it should be in PDFs, but ...

It's true in Mojave. I'll have to check High Sierra.

I stand corrected. I thought it changed with High Sierra but apparently not.
