My watch is currently on watch OS 5.2.1 and I’m facing the same issue as others.
I added a few pictures to my favourites and went over to the watch to check if they’ve synced. But the dots were persistent and it never finished loading. I’ve tried closing the app and restarting both my watch and my iPhone, but no luck. The issue still persists. 😔

Have you set the limit on the number of photos you will allow on your watch?
iPhone>My Watch>Photos>Photos Limit
There is the option of 25/100/250 or 500 photos.
Also is the the Synced Album set?
iPhone>My Watch>Photos>Synced Album>Favorites
I would suggest you reset your watch. Press the crown and side button in untill the Apple logo appears. Also Unpair your Watch and repair it.
