Does the trackpad on the Early 2015 MacBook Pro click? When I tap on my track pad I am unable to click on anything. I know I can change the click setting to respond to a light tap but I want to know if the trackpad is supposed click up and down.

How your trackpad responds to pressure will depend on your trackpad settings. I suggest adjusting your click pressure following the steps under the "Change trackpad settings" in the resource below, then test if there's any change:
