IOS Update Question - Moving from 11.2.6 to 12.3.1

I tried to use an Android phone for the last year or two, and have elected to go back to my iphone SE because I prefer the size and to be honest the performance is still great. I am trying to download the latest IOS update and it is taking a very long time. Does anybody know how long I should expect to wait for this to finish when moving from such an older version? I had to first clear a lot of photos off to make room since it's a 16 GB device, but it has been in "downloading" status for about the last 1.5 hours and it appears to be about 30% complete. I just want to make sure there is not a problem. Thank you.

I would plug it into a power source and then go to settings>general>reset>and reset the network settings. If all else fails, plug it into your iTunes computer and update it that way.
