So I have recently purchased an iPad and the previous owner has still got their Apple ID assigned to it. I have tried to contact them to gain the information needed to remove it but they have not responded to me on several occasions.
Please can someone advise on how I can remove this without the details.

You can't. You will need to contact the previous owner to have them log out of iCloud or go to iCloud.com/Find My Phone and erase the device, then remove it from their account. If you can’t do that, the device is useless.
