Family Sharing problem
I have family sharing and purchase sharing on but when. person in my account goes to download an app I have purchased it asks him to pay again.

If they are trying to buy it on their own account they will be charged, they need to do : Share App Store, iTunes Store, and Apple Books purchases with Family Sharing - Apple Support
Subscriptions and in-app purchases also can't be shared
