OSX Mail in High Sierra stopped showing attachments -

OSX Mail in High Sierra stopped showing attachments - the only hint of attachments I see is the paper clip in the inbox list.

If I open a message, there is NO indication that there are attachments UNLESS I happen to mouse up near the top of the message window. Very annoying and misleading.

In Mail Preferences -> Viewing I do have "Load remote content in message" UNCHECKED.

I refuse to allow tracking pixels and all other remote content automatically displayed.

In my view, any email attachments should always be downloaded - it is not "remote content"!

I have googled many answers to this old issue - none of the suggestions I've tried work.

Is this a fatal flaw for those who refuse "remote content" including tracking?

Many thanks.

10.13.6 Mail works here with same settings.

Safe Boot from the HD, (holding Shift key down at bootup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.
