can someone explain how to unlock an ipad if you don't know the previous owner?

There is no way around the Activation lock without the Apple ID and Password of the previous owner. We cannot help you and Apple will not help you. Activation lock is a theft prevention feature. Think about it - what good would a lock be if there was a way to get around it?
