The Promise SANLINK3 and similar products from other companies merely provides the physical connection. As indicated by rcosta887 you also need to install some software since this function is not built-in to macOS.
This type of software is generically referred to as an 'iSCSI Initiator'.

I have not used any myself but the GlobalSAN one has been around a long time. Something to consider is whether you will be having multiple different computers connecting to the same SAN LUN at the same time. If so you might need a SAN metadata controller to managed this.
