I created a book in iPhoto. Clicked Buy Book and got the message:
"An error occurred while contacting the Apple Online Store. Please try again."
It will not give me any other option to try to connect.

Apple ceased all print store offerings last September 30th. So you can't get that book printed by Apple.
Your only option is to save a pdf of your work and have it print by a 3rd party. Several folks on here speak highly of PrestoPhotos.

Are you able to create a PDF file for that book? If so there's a 3rd party book provider which used to do the printing for Apple, Mimeo, that will take PDF files created by iPhoto and Photos and print and bind books and calendars.
Also you can upload the PDF file to PrestoPhotos which also can print and bind books and calendars from iPhoto or Photos pdf files. They've been doing it for some time now.
