PF header net/pfvar.h missing

I know that PF is included in OSX kernel, even though it's disabled by default.

Also I know it's possible to control PF in OSX someway, because applications like https://murusfirewall.com/ exist, providing user-friendly GUI for this low-level "king of firewalls". Also this API is not manual /etc/pf.conf parsing, as I suspected first.

Any way to add these headers and control PF from my OSX applications?

Just because pf is included does not mean the source files are there. Have you done a spotlight search to see if the includes are even there?
