I would like to download the iWork app to my iMac, but the App Store only see an open button for it. Is it online only?

The "Open" button indicates that the Numbers app is already installed on your Mac.
Another option to consider is LibreOffice. It is free but very good. It is more similar to and more compatible with Microsoft Office than Numbers and Pages. https://www.libreoffice.org/

I'm not sure how far back but it does seem to me that there was a time when it wasn't preinstalled.
That's what I remember too. I've never used it but ready to start. Have been using MS Office but it's gotten too expensive.
