As a general answer, yes.

Preview is always behind (sometimes, a lot behind) the current PDF specifications. That translates as Preview often fails to open PDFs correctly. Particularly those with form fields.

Not sure what error you are talking about but the current version of Adobe Acrobat Reader DC is 19.012.20034. Can't hurt to update it if you use it.
