cancelling icloud storage

I replaced my iPhone a year ago with another phone(not iPhone), I was paying 79p a month for storage via my paypall, for months ive gone round and round iTunes, imusic and everywere else trying to cancel it but just get sent ere there n everywere and a year later im still no further forward, I get told to go to settings on my iPhone I don't have, then connect to iTunes on a pc, theres nothing on there to help, ive gone through all the support pages and theres nothing so apart from completely getting rid of my paypall account does any1 know how I can stop being charged for this

Cancel by downgrading to the free 5GB plan. See the instructions in: Downgrade your iCloud storage - Apple Support

More details:

Note that if you no longer have an iPhone you can install iCloud for Windows on your PC: Download iCloud for Windows - Apple Support

then set up iCloud for Windows on your PC using the following instructions; note that you will need to go as far as step 4 in the "Setup iCloud for Windows" section of that link but that you don't need to turn any of the options on. See: Set up and use iCloud for Windows - Apple Support

and then use the following instructions from Downgrade your iCloud storage - Apple Support

On your Windows PC

Open iCloud for Windows.
Click Storage.
Click Change Storage Plan.
Click Downgrade Options.
Enter your Apple ID password, then click Manage.
Choose a different plan.
Click Done.
