pop up wont close and cant turn off iphone

hi

i cant turn off my iphone or do anything because the pop up wont close and my home button and touching screen isnt working, I press ok botton on the pop up the botton turn grey but just wont close

iPhone 8, iOS 12

Press and quickly release the Volume Up button.
Press and quickly release the Volume Down button.
Press and hold the Side button (aka power) until you see the Apple logo.

start your phone back up. if the issue persists, connect it to a computer, open iTunes, backup (if you can) and restore the phone.
