large grey box with arrow in it in the upper right hand corner of my ipad pro 10.5

Every so often I get his large grey box with an arrow in it. I have turned off the gps locator (it's not the little arrow next to the wifi icon) and all of the access things but it still shows up every so often. If I power off and power on the Ipad it goes away but eventually comes back.

What is this and how do I get rid of it for
