A1660 no service, crashing, battery draining fast

My iPhone suddenly started showing multiple issues last week - dropping signal, crashing repeatedly, and battery training really fast. Contacted call support and local store. They say it is a known defect with A1660 Qualcom chipset - they can see the issues in device logs. They said they would fix it - but only after the phone totally fails. My phone is not quite there yet - and a complete catastrophic failure could take months. And by then their 3 year service limitation would expire. In the very least, I am stuck with a phone that can't be relied on.

Is this the corporate guidance not to provide service until total device failure? The apple site does not mention total failure requirement.

If the phone always shows no service they will replace it if its serial number is in the defective devices. But that is not your situation. You have multiple problems, not just that one. So it's likely that whatever problem your phone has it is not the problem that the recall is for. Have you tried restoring the phone to factory settings, to eliminate the possibility that the problem is actually software?
