boot loop code 4013

my phone was stuck in a boot loop and none of the options were working, i tried everything else so i decided i would just have to restore my phone, but now my phone is stuck on the restore screen no matter how many times i restart it and my phone wont even restore, due to the fact that its still in the boot loop and keeps shutting off, any help would be great, thank you
