want to erase the residue of a gift card

I’m not leaving in the usa anymore so there’s a little amount of money from the gift card on my count so, i want to change my country but I can’t because of that $0.23

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
