Apple Watch found

I am teaching at a university and I found an Apple Watch five months ago. I have called Apple and let them know that I am trying to find the owner, but was told there was no way to get into the Apple Watch to see who it belongs to. She sent me an email on how to reset it but there is no need to reset because my phone will not pair with the Apple Watch is there a way to help me solve problem ? Or should I bring it into the store and see if they could open it and get the rightful owners name .

The watch will be secured by the passcode, and also locked to the owner’s Apple ID by Activation Lock so it can never be used by a finder or thief. See details in About Activation Lock on your Apple Watch - Apple Support and don’t waste your time on it. It is likely it was dumped by a thief who also found he couldn’t get past the locks, rather than simply lost. As julieda suggests, turn it in as found property - although the original owner has probably given up looking by now.
