I found an Apple Watch 2 yrs ago and haven't had any luck locating the previous owner. Can I pair it to my iphone without knowing the previous Apple ID and Password used to set it up?

No, the phone is useless.
If you don't see a screen like this;
then there is nothing you can do,hand it in to the local police.
What razmee209 meant to say was the Watch is useless to you. You can return it for recycling, but you will not be able to activate it and use it.
