Hi, i have a question that is never answered correctly, does Apple replace your broken with a new iPhone (Without the retail packaging) or they used Refurbished iPhones or they used salvaged parts from other iPhones to assemble he new iPhone, or do they use repaired failed quality control devices?

Replacement devices are 'service units'.
They may be new (not in retail packaging), or they may be remanufactured.
There is no way for you or anyone at your local Apple Store to tell the difference.

You can tell if it's a service phone by looking at the model number, if it starts with a N then you know what it is.
I can confirm that they replace the phones with new, never used, iPhones. I just replaced mine under Apple Care and paid $99 due to Other Accidental Damage. I was told that Apple never replaces devices with refurbished ones. The only time you get a refurbished one is if you purchase one from them knowingly as Refurbished.
Umm...mine starts with an N. But that means it's a service replacement, but not that it's refurbished -- or does it? Hmm....

I even went so far as to ask him if my replacement was water resistant and he said yes. I had taken my prior 8 Plus in the swimming pool on two vacation trips and never had an issue with the water resistant.
I agree with you. Now I'm wondering because of the water resistant seal. Once a phone is opened, the water resistant seal is broken and unless the seal is replaced, the phone would no longer be water resistant. But if it were "new", whether retail or replacement device, at least I would have the confidence to know it was water resistant.
It's good to know that any replacement device provided by Apple will be water resistant just as a new device at retail would be. Thanks for clarifying.

You're not going to have a choice in the matter. Depending on what failed or was damaged, Apple will either replace the phone or repair it. It's their option.
Water resistance is not a permanent condition even if you get a brand new device.
Any replacement device provided by Apple will be water resistant just as a new device at retail would be.
You should NEVER intentionally expose your iPhone to liquid. Water resistant does NOT mean waterproof.
