And what did you do, to solve the issue of money being taken out of your account?
It would seem to me, you somehow managed to cause your payment method on your account to be unverified, and as such lose access to the app Store services including downloading free apps and updating existing apps.
You will need to re-verify your payment method, and complete any pending payments before you are allowed to make use the store services again.
