I’m on vacation in Ireland, looking for cheap gas (petrol). Gas Buddy does not work here. Irish have an app for that: Pumps.ie
When I search for pumps.ie it is not found in App Store, when I use safari I can see a web page that shows the app and it has a link on it to download the app. When I use the link I get a message that I’m in the wrong region or area to perform the download??

It means that this app is only available in the Irish App Store.
If you really wanna use it, you have to change the region of your Apple ID.

But I do not recommend it since you are here just for vacation. You need a billing address and payment method that are valid in Ireland. And you can't change the region back when you return for 3 more months.
I'm guessing this app is only available in the Ireland App Store, and as such, you are not authorized to use it since you are from another region. You won't be able to change regions since you do not have a billing/mailing address in Ireland, and if you try, it will lock you out of your own region for 90 days.
Your account is not in Irish store so that app is not available in Your store
