Apple Music Family Sharing Payment Method
How do I set it up to where each member of my family uses their own payment method rather than the default on my primary account?

You cannot.
By definition, when in Family Sharing all Family Group member purchases will be charged to the Family Organizer's payment method. You agreed to this when firs setting up Family Sharing:

If you turn on purchase sharing, you'll be asked to confirm that you agree to pay for purchases initiated by the family members you invite and that you have a valid payment method on file.Â
The only exception to this is if the family members have gift Card credit balance in their account. In which case it will use that before charging the purchase to the Family Organizer. Note that in some cases the Family Organizer's security code for the payment method may be request before completing the purchase. The purchase should still be charged to the Family Members gift card credit balance however after entering the CVV.
