iCloud storage

What can I do,I’m using an iPhone 8plus,but whenever I try deleting a picture I get the response that my iCloud is full..and checking the storage have only used 17.2gb out of 64

Thanks for reaching out to the Apple Support Communities! It so8nds like you are getting message that iCloud is full when you trey to delete a photo. The screenshot you are showing is actually for the iPhone storage, not the iCloud storage. I recommend you check out this article to Manage your iCloud storage and be able to see the iCloud storage that is available, as well as steps you can take to delete items from iCloud to make more space on iCloud.
