Charges twice for the same app purchased in 2011

Hello

I was charged twice for the same app ( the app is called "Notebooks for iPad") and i already purchased it in 2011, same ipad version (not iphone version)

The thing im confused about is that every time i contact developers im told that it is Apple's infrustructure behind these mistakes, that they have limited access to the information.

Can anyone please advise on this?
