I’ve already created 3 iCloud accounts on my iPhone XR. I was wondering if I could make another iCloud account after permanently deleting one of those iCloud accounts I’ve already created.
You can create another iCloud account on another device, but not on that phone. Each iOS device has a 3 iCloud account limit. It is tied to the hardware and has nothing to do with your Apple ID or deleting accounts already on the phone.

So just for my understanding, I can create a whole new iCloud account on a different phone then just login to the new iCloud on my phone after I completed creating that account?
Yes, but you will have to sign out of the current iCloud account on the phone in order to sign on with the new account.
