Iphone 5 App Delete

When I press and hold an app to try to delete it, the x's do not come up for me to have the capability to delete it... What is going on and how else can I delete apps from the phone?

Please check the ''Screen Time''out from settings and reset all the restrictions.

Then delete the apps you want.
