Should my apple account and iCloud account have the same password? I'm having trouble signing into my iCloud account.

Yes. iCloud uses your Apple ID and password. It isn't possible to have a different password for iCloud -- assuming you only have one Apple ID; it is possible to have multiple Apple IDs with different passwords and to use one ID for some services and a different one for iCloud.
