An iPhone without phone service

I'm sure that this has been discussed. But my 11 year-old just received some money from a family visit. He wants a phone but I refuse to purchase a phone service right now. He seems to think he can use it just for texting friends and wifi when possible. What's the point? I guess so he can have something smaller than his iPad to take around.

Any thoughts? Input?

I just have a question about 5G My Mom has an iphone 6plus. I understand it is 4g. When 5 G starts will she still be able to call & text. That is all she needs? I want to know if she needs another device or if that will still work

An iPod touch is far less expensive and will accomplish the same thing.
