Could I buy my child an iPhone to use instead of an iPad if they do not have cellular service?

Could I buy my child an iPhone to use instead of an iPad if they do not have cellular service? She is not old enough for an iPhone but I thought it would be a better option, that way when she was old enough she would already have a phone. She would want to use the phone around the house for games, texts and email. Thanks
