setting up iphone

my parents have a used iphone 6s. They don't have a mobile plan yet. Can they set up their phone without a sim card or with a prepaid sim card.

My iPad mini can't be used as a phone? Hello, I went to the AT&T store to transfer my daughters phone sim card to her new mini ipad and the associate told me that she could not use her mini ipad as a phone. We did buy the one which has Wifi & Cellular use. Is he correct? [Re-Titled by Moderator]

Yes with a prepaid SIM card they can set up the iPhone
