The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

How do I fix it my phone dosent let me download apps!

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable the account : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
