Unlocking an iphone 5

I have been trying to unlocked my disabled iphone for 1 week now to no avail. Each time I set it on restore mode, connect it to my computer and open itunes, I'm unable to finish the download of a new system within 15mins because the networks in my country are slow. And after 15mins the download stops. what can i do?
