Why can't I open saved web pages

Why can't I open saved web pages ? It used to be simple. You saved a webpage and then it would re-open & connect to the web when you clicked on it. Now this doesn't happen. Why ?

And how do I open them

iMac 21.5", macOS 10.13

You double-click on .webarchive files to open them in a new browser window, or they are not legitimate .webarchive files.
