If you're only able to get to Windows, and if nothing is actually broken you can switch back to macOS normally in one of two ways:

I don’t need to do any time machine backups from it. How do I restore it?

I can’t delete or erase container disk3 & container disk2 or the macOS base system. What do I do?

Latest public macOS is Mojave (10.14.x). Sierra is 10.12.x.
Do you have a backup of macOS? If yes, erase the internal disk and restore from backup.
If you want to play around with different OSes, I suggest you install a stable macOS release on an external disk, from which you can boot, if you have a similar situation in the future. If you are in this situation again, erasing/re-installing a stable version or booting from an external stable version is the best solution.

Late 2013 models support BIOS and UEFI. Early 2013s do not. Do you know which of the two type of Windows installations do you have?
Quit the Mojave installer, click on Disk Utility, and choose the Apple HDD... and click on Erase.
