i just bought apple watch secondhand,
I think, Apple Watch needs to be updated, but when I update it appears "Activation Error"
and have problems with pairing
first

I have tried resetting Apple Watch and restarting the iPhone
and try again still can't

Your iPhone battery is very low and might be part of the problem. I suggest charge the battery above 50% and see if it makes a difference.

So it does this when you are on 12.3.1 or just when you are using the beta?
Have you done a forced restart of the Watch prior to trying to pair it?
At this point I would say your Watch is defective. Return it and get your money back.

I just try to pair to iPhone 5s and same result as iOS 12
still the same, on battery 60% and booth connect to charger, doesn't work
