Why do my photos on iCloud occupy 39,29GB when the exact same photos only occupy 2,73GB on my phone? My iCloud is almost full it says - but I shoud have plenty of space.

If you go to iCloud.com/Photos using a computer browser, do you see a Recently Deleted album? If so and they aren't photos you want, delete them.
