storage in icloud

Why does a photo in icloud storage take up 192GB, and in iphone storage, a photo takes 24GB? The icloud.com site has the same number of photos as in the iphone. How to fix?

Photos on iCloud are always synced at full resolution; Photos on Phone might be optimized to occupy less space.
