Apple Watch cellular should be configured by your network as a second device sharing your iPhone’s existing calling plan. For most networks this is a plug-in extra feature on the original plan, and there will be a small monthly fee which is usually less than a full extra line.

If your network tells you it needs a whole new plan they are lying, and the watch will not work correctly unless it shares your iPhone plan and phone number.
