I’m thinking of purchasing an Apple Watch, and just using it when my phone is nearby I don’t need to have a celluar plan right because east link doesn’t have that option

Short answer: Correct.
You can buy the GPS or cellular watch version and both work on wifi. You also dont need to buy a cellular plan for the cellular watch version.
One other thing to note: if you have connected to a wifi for your watch through your iphone, your watch will now remember that wifi and the watch WILL work on that wifi even if your iphone is not present. This associativity is remembered for any wifi previously used.
