I use a top up system and place money into my apple account via cash cards...what is the maximum that I can keep in my account?

Apple Pay is essentially your bank account and there is no limit for how much you can have in your bank account. If you are adding money to your Apple ID, I can't find where there is a limit either. can you be more specific about which Apple service you are using to add money to? If you are buying cash cards and then just using them as your payment method then there is no limit.
