Can I email pictures from the Photos application?

Yes. If you select a photo in Photos and click the Share button in the toolbar, you should be seeing the share option "Mail".
For this to work, you have to make the Mail.app the default Mail reader.
Open "Mail", then go to the menu "Mal > Preferences > General" and set "default Mail Reader" to "Mail.app".
